Recent Projects

NPA served as Sub-Consultant to Stantec Consulting International LLC (SCILLC), in the MCAN ETP PPTS project – Prime Agreement. The Services under the agreement was defined as Transmission and Substation Activities in Nepal. NPA entered into a Sub-Consultant Agreement with SCILLC for the Office Operation Services at Nepal. Three distinct areas of services under the Agreement were delivered by NPA for the entire duration from July 2018 till July 2021.

1. The Main Scope of Works were defined as local office operation, logistics, local support and engineering staff related services excluding the ‘description of the engineering services that are provided by others’. NPA Associates’ core team consisting of the Logistics Manager, Accounts and Taxation Manager, Document Controller, Office Coordinator, etc. provided efficient and effective services for the seamless office operation infrastructure, logistics and local support for the entire duration.

NPA deployed the best suitable technical team of Associates for the services to be delivered under the agreement. The team of Associates provided engineering and related services locally to support SCILLC delivery on the ETP PPTS works. The Associates team consisting of Sr. Technical Advisor – National (Deputy Team Leader), Project Controller, Sr. Engineering Geologist, Sr. Transmission Engineer, etc. supported the entire international Engineering Design Team and Environment & Social experts of SCILLC in field related design development and related works of the Project. The following experiences were acquired during the duration July 2018 to July 2021:

a. Ground verification (social, environmental, topographical & geological) of the transmission route (312 km, 400 kV double-circuit, quad-conductor transmission line) and its instrument survey.
b. Proposed tower location verification (relocation wherever necessary) and pegging tower-footprints on ground. Based on LiDAR surveyed coordinates, transmission route and tower-footprints translated in AUTOCAD drawings for superimposition on land cadastral maps.
c. Geological investigation (drilling) and earth-resistivity measurement at about 60 locations along the transmission route & substation locations.
d. Development of communication protocol and monitoring its adaption during survey & investigation works.
e. Pre-survey/entry information & communication intimation to various stakeholders (land-owner, community, ward, municipal & district authorities) involved.
f. Addressing local concerns regarding right information dissemination and responding to frequently asked technical/social/environmental/health/safety questions.
g. Survey, investigation and design of associated 400/220/132/33 kV substations to be built in Ratmate, New-Damauli, New-Butwal and 400 kV line-bay extension in Lapsiphedi and New-Hetauda.

The aforementioned services also included both technical and geological validation, assistance in entire TL RAP related works, supporting SCILLC in full coordination and interaction with the MCAN team to successfully accomplish the project deliverables till final conclusion.

2. Additional scope of the 400 kV Double Circuit TL Line Pegging works were concluded successfully for the entire 312 km length, leaving few revalidation stretches. For the purpose NPA team of Associates consisting of Sr. TL Engineer, TL Engineers, Sr. and Field Engineering Geologists, etc. were deployed under the supervision of the Sr. Technical Advisor – National. The entire task was well coordinated between MCAN team and SCILLC resident Intl Team Leader, and were able to conclude successfully to the satisfaction of the Client. The entire task was delivered in record time of prompt deployment and accomplishments.

3. Ratmate ESF RAP & RIC and “MCA-Nepal Partnership program” (MPP): Further additional scope of works were awarded to NPA for support in the Resettlement Implementation Consultant (RIC) team in the Ratmate Extended Substation Footprint (ESF) Resettlement Action Plan (RAP) works. NPA support was also signed for the expert services in the “MCA-Nepal Partnership program” (MPP) – formerly BIKAS.

3.1. Upon confirmation of the Ratmate ESF RIC tasks, NPA established field office in Bidur, Nuwakot and mobilized its team of expert Associates within a very short period of time. The office was set up and the expert team consisting National Resettlement Specialist, Social Safeguard Officer, Asst. Social Safeguard Officer, and required support team was deployed to site in February 2020 along with International RIC specialist from UK. Unfortunately the COVID-19 pandemic forced the team to abandon site office, deport expats from Nepal in March 2020, within a month of deployment at site. The site demobilization and deporting of the Expats were seamlessly executed immediately to the full satisfaction of both the Client and SCILLC.

Upon request from the Client, the NPA RIC team were remobilized to site in October 2020 within a short notice of a week’s time. The RIC Expat specialist was also flown in on September 28, 2020 and taken to site after following proper RMP protocol. The team worked closely with MCAN authorities in coordination of PAPs compensation execution. The land acquisition task was mostly successfully completed on April 09, 2021 and handed over the final deliverables to the Client

3.2. MCA-Nepal Partnership program (MPP) of the ETP PPTS project was also supported by the expert Associate deployed from NPA. The expert ‘Sr. Advisor – MPP’ worked closely with the team of SCILLC Sub-Consultants and the team of MCAN authority intermittently between July 2019 and June 2021. The assignment was to support facilitation in preparation of the two key documents for MPP – the Framework document and the Sub-Activity Plan, which were completed and submitted in March 2021. Both the documents were approved by the Client in July 2021, thereby NPA successfully concluded the entrusted assignment of MPP.
